विश्व बाल श्रम निषेध दिवस संक्षिप्त इतिहास : A Brief History of the World Day Against Child Labour –

प्रत्येक वर्ष 12 जून को विश्व बालश्रम निषेध दिवस मनाया जाता है (World Day Against Child Labour is observed every year on June 12.)। पहली बार इस दिवस की शुरुआत अंतरराष्ट्रीय श्रम संगठन (ILO) द्वारा वर्ष 2002 में की गई थी (This day was first initiated by the International Labour Organization (ILO) in 2002.)। भारत सरकार ने बालश्रम की समस्या को समाप्त करने के लिए क़दम उठाए हैं (The Government of India has taken steps to eliminate the problem of child labour.)।

भारतीय संविधान के अनुच्छेद 23 खतरनाक उद्योगों में बच्चों के रोजगार पर प्रतिबंध लगाता है (Article 23 of the Indian Constitution prohibits the employment of children in hazardous industries.) । भारत की केंद्र सरकार ने 1986 में बालश्रम निषेध तथा नियमन अधिनियम पारित कर दिया (The Central Government of India passed the Child Labour (Prohibition and Regulation) Act in 1986.)। इस अधिनियम के अनुसार बालश्रम तकनीकी सलाहकार समिति बनाई गई (A Child Labour Technical Advisory Committee was constituted under this Act.)। इस समिति की सिफारिश के अनुसार, उद्योगों में बच्चों की नियुक्ति निषिद्ध है। राष्ट्रीय बालश्रम नीति 1987 में बनाई गई थी (The National Child Labour Policy was formulated in 1987.)।

हमारे देश में प्रारंभ से ही बच्चों को ईश्वर का रूप माना जाता है (In our country, children have been regarded as the embodiment of God since the very beginning.)। ईश्वर के बाल रूप यथा ‘बाल गणेश’, ‘बाल कृष्णा’ और ‘बाल हनुमान’ आदि इसके प्रत्यक्ष उदाहरण हैं। बच्चों का भविष्य अंधकारमय होता जा रहा है। ग़रीब बच्चों का वर्तमान में अधिक शोषण के शिकार हो रहे हैं (Poor children are increasingly falling victim to exploitation these days.)। छोटे-छोटे ग़रीब बच्चे स्कूल छोड़कर बाल-श्रम हेतु मजबूर हैं। बाल-श्रम, मानवाधिकार का खुला उल्लंघन है। बच्चे आज के समय में घरेलू नौकर, दुकानों तथा होटलों आदि में कार्य कर रहे हैं। जिससे उनका बचपन पूर्णतया प्रभावित हो रहा है (Nowadays, children are working as domestic helpers and in shops, hotels, and similar establishments, which is severely affecting their childhood.)। पिछले कुछ वर्षों से भारत सरकार एवं राज्य सरकारों की पहल इस दिशा में सराहनीय है। उनके द्वारा बच्चों के उत्थान के लिए अनेक योजनाओं को प्रारंभ किया गया हैं । भारत के संविधान, 1950 का अनुच्छेद 24 स्पष्ट करता है कि 14 वर्ष से कम उम्र के किसी भी बच्चे को ऐसे कार्य या कारखाने इत्यादि में न रखा जाये जो खतरनाक हो (Article 24 of the Constitution of India, 1950, clarifies that no child under the age of 14 years shall be employed in any hazardous work, factory, or the like.)।

विश्व बाल श्रम निषेध दिवस का थीम : Theme of World Day Against Child Labour –

बाल श्रम के विरुद्ध विश्व दिवस 2026 का विषय है “ बाल श्रम को लाल कार्ड: बच्चों के लिए उचित खेल, वयस्कों के लिए सम्मानजनक काम ।” : The theme for the World Day Against Child Labour 2026 is “Red Card to Child Labour: Fair Play for Children, Decent Work for Adults.”

बाल श्रम की परिभाषा क्या है? : What is the definition of child labour?-

बाल श्रम एक ऐसा शब्द है जिसका प्रयोग ऐसे काम को वर्णित करने के लिए किया जाता है जो बच्चों को उनके बचपन, उनकी क्षमता और गरिमा से वंचित करता है, उनके स्वास्थ्य और कल्याण को खतरे में डालता है और उनके व्यक्तिगत विकास में बाधा डालता है (Child labour is a term used to describe work that deprives children of their childhood, their potential, and their dignity; endangers their health and well-being; and hinders their personal development.)।

बाल श्रम समाप्ति के लिए कुछ सुझाव : Some suggestions for ending child labour –

• गरीब परिवारों की आर्थिक सहायता करना । : Providing financial assistance to poor families.
• सभी बच्चों को गुणवत्तापूर्ण शिक्षा मिलनी चाहिए। : All children should receive quality education.
• लोगों को बाल श्रम के दुष्परिणामों को बताना चाहिए। : People should be informed about the adverse effects of child labor.
• बाल श्रम में संलग्न लोगों पर कठोर कार्रवाई हो। : Strict action should be taken against those involved in child labor.
• NGO के माधयम से गरीब बच्चों को सहयोग करना। : Supporting underprivileged children through an NGO.
